Flex Forward: the Systemic Layers of the Future Grid

In this keynote, Alberto Méndez Rebollo will explore the systemic foundations required to enable flexibility in future distribution grids. Through a structured 4–5 slide presentation, he will unpack the interconnected layers of the flexibility ecosystem, using the metaphors of the iceberg (visible vs invisible layers) and the onion (nested, interdependent roles).
The session will highlight how these layers — spanning physical infrastructure, digital systems, market frameworks, and governance — must align and interact to deliver a truly flexible grid. This concept of "synapsis" between systemic layers is central to unlocking grid value and accelerating the clean energy transition.
The presentation draws from the recent paper “No Green Deal Without a Grid Deal”, co-developed by Plexigrid and Cleantech for Iberia, and will conclude with a synthesis of key policy and implementation recommendations outlined in the publication. I attach this document.
