Flexibility platforms are on the rise, providing solutions for both Transmission and Distribution System
Operators. The increasing importance of flexibility for system operation is high on the agenda. The
continuous growth of renewable energy sources and the increasing electrification make system operators
rely more on possible flexibility solutions to answer upcoming needs for adequacy, balancing and congestion
management. Past years, VITO has supported system operators, policy makers and market parties in the
design of smart flexibility solutions. In addition, VITO developed advanced software that could smarten
existing platforms, as it allows to solve multiple needs of multiple system operators (including cross-border)
simultaneously at a cost-efficient way. In this presentation, Helena Gerard will elaborate on the upcoming
grid challenges system operators have. Is grid reinforcement always the optimal solution or what could be
the role of flexibility? In case of flexibility, how can we smarten the existing platforms in such a way that they
are not only solving the problem of each system operator individually, but that they facilitate increased Pan-
European coordination, leading to lower costs and increased market efficiency.
